<p><a title="Abu Dhabi" href="http://www.nysun.com/related_results.php?term=Abu+Dhabi">ABU DHABI</a>, <a title="United Arab Emirates" href="http://www.nysun.com/related_results.php?term=United+Arab+Emirates">United Arab Emirates</a> — Of the 22 countries that constitute the Arab League, only three have formal diplomatic ties with Israel. The United Arab Emirates is not among them.</p>
<p>It would be fair to suggest, though, that the UAE — far more than <a title="Egypt" href="http://www.nysun.com/related_results.php?term=Egypt">Egypt</a>, Jordan, and <a title="Mauritania" href="http://www.nysun.com/related_results.php?term=Mauritania">Mauritania</a>, which maintain legations in <a title="Tel Aviv" href="http://www.nysun.com/related_results.php?term=Tel+Aviv">Tel Aviv</a> — is far more of an open society, far less hostile to Jewry, and much more welcoming to Western and, specifically, American, economic, political, and cultural interests. With a population of less than 5 million, of whom 80% are expatriates, the UAE is certainly a far more cosmopolitan place than practically any other Arab country, and one where there are virtually no restrictions on the nature of national discourse.</p>
<p>That was conspicuously evident during the four-day Festival of Thinkers that ended here late Wednesday. The idea was to expose young Emirati students to the world&#8217;s finest minds so they could better integrate into an evolving global culture, notwithstanding the fact that in the UAE no citizen is poor and no native really has to work for a living. The UAE, after all, pumps 2 million barrels of crude oil a day, has reserves of nearly 100 billion barrels of oil that will last at least 150 years, and will enjoy a surplus of more than $500 billion this year alone due to oil prices that have touched $90 a barrel.</p>
<p>At the heart of the festival was the notion that it isn&#8217;t enough for Emiratis to be born wealthy; it is far more critical to accelerate the cross-fertilization of ideas with the outside world. The festival attracted 16 Nobel laureates, and more than 100 thinkers, including American and New York luminaries such as the astronaut Buzz Aldrin; the president of the International Longevity Center, Dr. Robert Butler; the president of Cooper Union, George Campbell; the founder of NewYorkSocialDiary.com, David Patrick Columbia; the chairwoman of the New York Institute of Technology, Linda Davila; the editorial director of American Media, Bonnie Fuller; the president of the Institute of International Education, Allan Goodman, who also administers the Fulbright Program; the editor of Discover magazine, Bob Guccione Jr., and the CEO of <a title="Prudential Douglas Elliman Real Estate" href="http://www.nysun.com/related_results.php?term=Prudential+Douglas+Elliman+Real+Estate">Prudential Douglas Elliman</a>, Dottie Herman. Also attending were the executive vice president of Edelman Financial Communications, Kathleen Lacey Hoge; the editor of Reader&#8217;s Digest, Jacqueline Leo; the senior editor of Vogue, Shirley Lord; the president emeritus of Memorial Sloan-Kettering Cancer Center, Dr. Paul Marks, and his wife, the Sarah Lawrence geneticist, Dr. Joan H. Marks; journalist Judith Miller; literary agent Lynn Nesbit; the president of Hunter College, Jennifer Raab; the president of Business for Diplomatic Action, Keith Reinhard, who is chairman emeritus of DDB Worldwide; the president of the New York Times Company Foundation, Jack Rosenthal; the president of the New York Academy of Sciences, Ellis Rubinstein; the CEO of the Ewing Marion Kauffman Foundation, Carl Schramm; President Kennedy&#8217;s closest adviser and speech writer, Theodore Sorensen; the president of Ursinus College, John Strassburger, and the head of the Elie Wiesel Foundation for Humanity, Marion Wiesel.</p>
<p>They may have been surprised at the warmth with which His Highness Sheik Nahayan Mabarak al-Nahayan, the biennial festival&#8217;s founder and the UAE&#8217;s minister of higher education, received the guests, many of whom are Jewish. Mrs. Wiesel sat next to the sheik at last night&#8217;s farewell dinner. The Oxford-educated sheik, a member of Abu Dhabi&#8217;s royalty, put it this way: &#8220;We have had a record of trading with the world from ancient times, and we want to be even more open to the world in this age of globalization. Some might say that we are moving too fast. But change is the order of the day, and our country wants to play its role in promoting global peace, security, and progress.&#8221;</p>
<p>The role has many dimensions. Dubai, one of the seven sheikdoms that formed the UAE in 1971, has transformed itself into a glitzy metropolis; its financial institutions have taken stakes in Nasdaq and other bourses. The more conservative Abu Dhabi, which possesses more than 90% of the UAE&#8217;s reserves of crude oil and natural gas, has decided to concentrate on developing institutions of culture, science, technology, and education.</p>
<p>It has already arranged to support the establishment of an outpost of New York&#8217;s Guggenheim Museum, which will be designed by the Los Angeles-based architect Frank Gehry. It has invited the Louvre to plant roots here. Sheik Nahayan inaugurated the Nobel Museum a couple of days ago. New York University has agreed to start a campus in Abu Dhabi. In addition, The New York Sun has learned that the general manager of the Metropolitan Opera, Peter Gelb, is being asked to come over to begin discussions to create a branch of his institution in this city of parks, palm trees, and beaches at the edge of what the Emiratis prefer to call the Arabian Gulf.</p>
<p>Clearly, Sheikh Nahayan seeks closer ties with New York&#8217;s cultural and intellectual establishment, and American participants at the festival came away with the impression that the UAE — a traditional American ally that hosts the largest American naval base outside America itself — represents a role model among Arab states, even if its governance is by family rule and not in the style of Westminster or Washington democracy.</p>
<p>Of course, every aspiring institution builder in the world seems to want the UAE&#8217;s money: At the festival, for instance, Columbia University&#8217;s Jeffrey Sachs seized the microphone at three major events on the opening day, repeated his signature mantra of protecting the global environment and alleviating global poverty, and then promptly proceeded to get signed commitments from the organizers to host a science and technology summit here next year.</p>

<p dir="rtl"><strong>المعركة بين علم الإخفاء وتحليل الإخفاء لا تزال محتدمةً وتمثِّلُ حجر الزاوية في حرب نقل المعلومات السرية . الوجه الاول لهذه المعركة يمثل الاتصالات السرية حيث يتم نقل معلومات و بيانات من دون إشعار أحدٍ أن هناك اتصالاً يجري ، بينما يمثل الوجه الآخر محاولة الوقوف ضد هذا النوع من الاتصالات.</strong></p>
<p dir="rtl">ومن المهم التأكيد على  ضرورة التشفير الآمن للمعلومات قبل إخفائها ، وذلك موضوع مستقل عن علم إخفاء المعلومات يسمى علم التشفير.</p>
<p dir="rtl">يعامل علم التشفير على أنه سلاح الكتروني -وهو كذلك- لأ نه أساس في تأمين الا تصالات وضمان سلامة المتصلين وحماية الأسرار. وليس هناك أخطر من أن يعتمد شخص على برنامج أجنبي لحماية أسراره وتأمين اتصالاته ، فربما اكتشف بعد فوات الأوان أن جميع اتصالاته كانت مخترقة من قبل العدو . قال عمر بن الخطاب رضي الله عنه (لست بالخب ولا الخب يخدعني)، فأول الاحتياطات الأمنية أن تؤمن جميع الاتصالات ببرامج موثوقة!!!<br />

هناك عدة برمجيات تقوم بوظيفة الإخفاء ، (مثلاً : برامج للإتصالات السرّية تقوم بإخفاء الأسرار داخل الصور) ، ولكن أكثرها له برمجيات مضادة تستطيع الكشف عن احتمال وجود رسائل سرية.</p>
<p dir="rtl">وفي أكثر الحالات فإن إدعاء البرامج قدرتها على إخفاء المعلومات هو محض كذبٍ وخداع، وهذا ينبهنا أنه لا يجب استخدام أي برنامجٍ نقل سري أو تشفير للمعلومات من دون أن يكون لدينا تحليل ٌ تفصيلي دقيق لعمل البرنامج يبين قدراته وإمكانيات فشله أو إحباط مهمته.</p>
<p dir="rtl">و لهذا لا يجب استخدام البرامج الغربية فهي خداع محض، وكلها لها نوع من التوقيع (Signature) يكشف مثلاً أن الوسيط (صورة) وتم تعديله ببرنامج معين يدل عليه!!!</p>
<p dir="rtl">الإخفاء المتقدم يدمج عدة تقنيات متطورة بكفاءة عالية منها:</p>
<p dir="rtl">1- ضغط البيانات بنسب عالية<br />
2- تشفيرها بخوارزمية 2048 بت<br />
3- إخفائها</p>
<p dir="rtl">يمكن إخفاء رسائل قصيرة داخل ملفات صوتية قصيرة ، ومن برامج الإخفاء ما يستغلُّ عدداً محدوداً من طبقات الألوان الأساسية محاولاً الإفلات من احتمال كشف أي تغييرٍ عن طريق تحليل الإخفاء الذي يعتمد على التوزيع الإحصائي للألوان. وتقوم برامج أخرى بإخفاء البيانات أو الرسائل عن طريق استغلال أحدث التقنيات في عالم هندسة الاتصالات لتفلت من جميع الإجراءات المضادة لتحليل الإخفاء.</p>
<p dir="rtl">كما يجب اختيار  مناطق الإخفاء سواء داخل الصور الفوتوغرافية أو الصور الطبيعية أو مقاطع الصوت أو الفيديو ضمن نطاقات الطيف العريض(Spread Spectrum) المناسبة التي يعجز التحليل البصري أو السمعي بالإضافة للتحليل الإحصائي عن الكشف عن احتوائها على رسائل خفية، مما يجعل الإخفاء يستحق بجدارة هذا الاسم وينفرد بنقل المعلومات السرية دون أن تراها الأبصار. قال الله تبارك و تعالى في سورة الحاقة: ((فلا أقسم بما تبصرون و ما لا تبصرون)).</p>

<p>Conference Theme: Opening the Information Economy</p>

<p>The information economy is based on the collection and the exchange of data and ideas. We all either contribute to or use materials from the information economy in most aspects of our everyday lives. As a result, the information economy exists as an environment in which we are all contributors and consumers. Within this system, effective communication is essential to success, allowing individuals to contribute ideas and information effectively and to make efficient use of the goods and services. Few of us, however, understand all of the nuances of the information economy or the communication factors that affect its operations.</p>
<p>This conference seeks to examine or to &#8220;open&#8221; this economic model by examining the connections between communication practices and the products, practices, and services that constitute the information economy. The objective of such an examination will be to help attendees better understand and participate in the information economy as both contributors and consumers.</p>
<p>The conference will take place on the campus of Concordia University in Montréal, Canada and will consist of paper presentations and panel discussions that focus on various communication, design, social, and cultural aspects of the information economy.</p>

<p>Abu Dhabi: President His Highness Shaikh Khalifa Bin Zayed Al Nahyan has issued a federal law on combating cyber crimes.</p>
<p>* Law No.2 of 2006, issued last month, includes 29 articles, and shall take effect from the date of its issuance, and is to be published in the official gazette.<br />
* Article No.2 considers any intentional act resulting in abolishing, destroying or revealing secrets or republishing personal or official information, as a crime. It says anyone convicted of logging onto information website or system shall be punished with jail term, or fine, or both. If the act resulted in abolishing, destroying, or revealing, changing or republishing information, he/she shall be sentenced to no less than six months in jail and be fined, or both. If such information are personal, a fine of not less than Dh10, 000 shall be imposed, and a jail term of not less than one year shall be handed out to the convict, or both punishments.<br />
* The law also reads that anyone convicted of stimulating a male or female to commit adultery or prostitution via the Internet will be jailed up to five years and fined.<br />
* Anyone convicted of abusing holy shrines or religious rituals or insulting them or inciting others to do so, shall be sentenced to five years in jail and be fined.<br />
* Anyone convicted of opposing the Islamic religion will be jailed up to seven years. Anyone convicted of transcending family principles and values shall be jailed for one year and fined Dh50, 000. Anyone convicted of setting up a website for groups promoting programmes in breach of public decency and order shall be sentenced to five years in jail.<br />
* Article No.3 reads that anyone convicted of committing any crimes stipulated in Article No.2 of this law, shall be sentenced to no less than one year in jail, and fined not less than Dh20, 000, or both.<br />
* Article No.4 says anyone convicted of forging any document of Federal or local government?s documents, or any of federal or local institutions, shall be temporarily imprisoned, and fined, or both.<br />
* Anyone convicted of using the forged document with knowledge it is forged, shall be handed out the stipulated punishment for forgery crime. Article No.5 of the law reads anyone convicted of hampering, blocking or preventing the reach of service or logging onto computer programmes, or information sources with any possible means whether via the use of internet or any information technology mean, shall be punished with a jail term, or a fine, or both.<br />
* Article No.6 says anyone convicted of inserting certain information via the internet or using any IT or electronic mean for the purpose of stopping or breaking down, or destroying, deleting or amending programmes and information, shall be either jailed or fined, or both.<br />
* Article No.7 says anyone convicted of using the internet or any electronic or IT means for changing or destroying medical tests or medical diagnosis, or medical treatment or healthcare, or even assisted others to do it, shall be temporarily jailed or fined.<br />
* Article No.8 says anyone convicted of deliberately eavesdropping, or receiving or intervened information or messages sent via the internet by using any electronic or high-tech means, shall be jailed or fined.<br />
* Article No.9 says anyone convicted of using the internet or any other high-tech means for threatening or black mailing another person, to incite him to carry out an act or not, shall be sentenced to no more than two years in jail and fined no more than Dh50, 000, or both.<br />
* Anyone convicted of using the internet for threatening or black mailing another person, to incite him to commit lewd acts or honour crimes, shall be sentenced up to 10 years in jail and fined Dh50, 000.<br />
* Article No.10 reads that anyone convicted of putting his hands on immovable funds, or a document to sign for himself or others, by using the internet or any high-tech means in a fraudulent way or by taking a nick name or assuming the identity of others with intent to defraud, shall be sentenced to no less than one year, and fined no less than Dh30, 000, or both.<br />
* Article No.11 reads that anyone convicted of reaching data of credit card or any other electronic cards by the use of the internet or any high-tech means, shall be imprisoned and fined. If the act takes place with intent to use credit or electronic cards to get other?s money or their available services, the convict shall be jailed for no less than one year, and fined no less than Dh30, 000, or one of each punishments.<br />
* Article No.12 says anyone convicted of producing, preparing, sending, or saving information with intent to exploit, distribute or providing others with information that causes harm to public decency, via the internet or high-tick means, shall be sentenced to no less than six months in jail and fined no less than Dh 30, 000.<br />
* Article No13 says anyone convicted of inciting or luring a male or female to commit adultery or prostitution, by using the internet or high-tech means, shall be imprisoned and fined. If the victim is a juvenile, a jail term of no less than five years and a fine shall be imposed.<br />
* Article No14 says anyone convicted of logging onto a website with intent to change the designs of this site, deleting it, amending its information, or taking its address, shall be jailed and fined.<br />
* Article No.15 stipulates that anyone convicted of using the internet or high-tech means for the purpose of committing the following crimes, shall be imprisoned or fined.</p>
<p>* The crimes are as follows:</p>
<p>* 1-Abuse of any Islamic holy shrines or rituals<br />
* 2- Abuse of holy shrines and religious rituals stipulated in other religious since such rituals are maintained in accordance to the rulings of Islamic Sharia<br />
* 3- Insulting any recognised religion<br />
* 4- 4-Inctiment or promotion of sins</p>
<p>* If anyone convicted of opposing the Islamic religion, or abusing its principles, or carrying out any missionary activities for the benefit of other religions, he should be sentenced to more than seven years in jail.</p>
<p>* Article No16 reads that anyone convicted of transcending family principles and values, or publishing news or pictures related to the private life of the family?s members, shall be jailed for no one year and fined Dh50, 000.<br />
* Article No.17 stipulates that anyone convicted of setting up a website, or publishing information vi the internet or any other cyber means for the purpose of trafficking in human beings or facilitating human trafficking, shall be temporarily imprisoned.<br />
* Article No.18 reads that anyone convicted of setting up a website or publishing information with the aim of promoting narcotics shall be temporarily jailed.<br />
* Article No.19 says anyone convicted of transferring dirty money or concealing their sources, or transferring illegal properties via the use of internet or other cyber means, shall be sentenced to no more than seven years and a fine of no less than Dh30, 000 and up to Dh200, 000.<br />
* Article No.20 reads anyone convicted of setting up a website or publishing information for groups calling for facilitating and promoting ideas in breach of the general order and public decency, shall be sentenced to nor more than five years in jail.<br />
* Article No.21 says anyone convicted of setting up a website or publishing information for a terrorist group under fake names with intent to facilitate contacts with their leadership, or to promote their ideologies and finance their activities, or to publish information on how to make explosives or any other substances to be used in terrorist attacks, shall be sentenced to no more than five years in jail.<br />
* Article No22 reads anyone convicted of logging onto government websites with intent to obtain secrete information shall be sentenced to jail. If the practice resulted in deleting, destroying or publishing such information, the convict shall be sentenced up to five years in jail.<br />
* Article No.23 says anyone convicted of inciting, or assisting or agreed with other person to commit a crime of crimes stipulated in this law, he shall be punished with the same punishment stipulated in the law.<br />
* Article No.24 says with no prejudice to others? rights, all devices, programmes and means used in committing any of the previous mentioned crimes will be confiscated.<br />
* Article No.25 stipulates if the convict is an expatriate, he shall be deported after serving his term.<br />
* Article No.26 says the implementation of penalties stipulated in this law does not contradict any other tougher punishment stipulated in the penal Code or any other laws.<br />
* Article No.27 says law-enforcement officials are allowed to catch criminals and report violations.<br />
* Article No28 says any provision contradicts the provisions of this law shall be abrogated.<br />
* Article No.29 says this law shall take effect from the date of its issuance, and is to be published in the official gazette.</p>

<p>Autonomica AB has, under a contract with ICANN&lt;http://www.icann.org/announcements/announcement-19oct06.htm&gt;,<br />
investigated whether the addition of top level domains containing encoded internationalized characters (so called IDNs) would have any impact on the operations of the root name servers providing delegations, or the iterative mode resolvers used to look up the information. No impact at all could be detected. All involved systems behaved exactly as expected.</p>
<p>Internationalized domain names (IDNs) are domain names containing characters other than those based on the ASCII character sets. Such non-ASCII characters include those available in right-to-left scripts (e.g., Arabic) and non-alphabetic scripts (e.g., Mandarin Chinese). ICANN is actively involved in the efforts to make these available at the top level—that is, so that an entire domain name can be rendered in local characters. The global deployment of IDNs will enhance the local Internet experience in large regions of the world by enabling people to share and access information or use services offered in their own languages.</p>
<p>The laboratory technical test is one of the prerequisites to eventual insert internationalized top level labels in the root zone. This test is intended to determine the viability of internationalized top-level names and the effect they may have on the DNS. The work was done by replicating the root server environment. The test intentionally did not incorporate the end-user perspective or a live root test.</p>
<p>Autonomica reported successful insertion using two major server implementations used by most root server operators: BIND and NSD.</p>
<p>The test design was finalized in December of 2006 following a public comment period. The test procedure was published so that others can replicate the test.</p>

			<content:encoded><![CDATA[<p align="right">تغير شكل السوق في زماننا هذا وتبدّل مكانه. فبعد أن كانت المحلات تتوزّع على جنبات الشوارع وتتراصّ بجوار بعضها البعض، أصبحت مراكز ومجمّعات التسوق اليوم هي البديل المريح للتسوق، وانتشرت أجهزة الصراف الآلي في كل مكان، موفـّّرة بديلاً عملياً لفروع البنوك، مما يُعدّ انعكاساً طبيعياً لتطوّر العصر يتماشى مع تطوّر تقنيات وأدوات المعاملات المالية الإلكترونية وتأثيرها على التجارة خصوصاً والمجتمع عموماً.</p>
<p>وبالتدريج ومع التنامي المطّرد في استعمال الحاسوب وتقنيات المعلومات تطوّرت عموماً  نظرة المجتمع إلى بطاقات الائتمان وبطاقات الخصم كوسيلة للدفع المالي. وأخذت بالتحوّل تدريجياً من النظرة السلبية المتشككة إلى نظرة إيجابية واثقة. وفي الوقت ذاته، بدأ اعتماد المجتمع للعملة الورقية، باعتبارها الوسيلة الوحيدة للدفع المالي بالتراجع، والتحوّل من النظرة الإيجابية الواثقة إلى النظرة السلبية المتشككة. وأصبح ذلك ينعكس يومياً وفي كل مكان على المعاملات التجارية والمالية المختلفة، حيث يزداد الاعتماد على استعمال بطاقات الائتمان والخصم وغيرها من أشكال النقد الإلكتروني مقابل التراجع المستمر في نسبة الاعتماد على العملة الورقية والمعدنية.</p>
<p>وقد وصل حجم استعمال بطاقات الائتمان والخصم في المعاملات التجارية الأمريكية إلى ما يزيد على 2,4 تريليون دولار وحوالي 0,5 تريليون دولار لكافة المعاملات المالية الإلكترونية الأخرى التي تتضمن التحويلات وخدمات الدفع الخاصة بالإنترنت،  وذلك مقابل حوالي 3,4 تريليون دولار للتعامل بالعملات الورقية والنقدية، وبذلك شكّل حجم التجارة الإلكترونية مجتمعة &#8211; والتي يُطلق عليها عموماً اسم &#8220;صناعة الدفع المالي الإلكتروني&#8221; &#8211; ما نسبته 46% من إجمالي حجم التجارة الأمريكية. وهذه الصورة لا تختلف جوهرياً في دول شمال و غرب أوروبا واليابان وغيرها من البلدان المتطورة.</p>
<p>وأما في صميم البنية الأساسية للبنوك والمؤسسات النقدية والمصرفية، فقد أصبحت عمليات إصدار وقبول بطاقات الائتمان والخصم &#8211; وغيرها من أدوات وتقنيات التبادل المالي والإلكتروني– تُـشكل  رافداً من الروافد الأساسية لتحقيق الدخل والربح في البنوك والمؤسسات النقدية والمصرفية.<br />
وتلك متغيرات ملموسة وواضحة من جملة هائلة من التغييرات والتطورات التي تحدث الآن بسبب تطوّر تقنيات المعاملات التجارية الإلكترونية، والتي سوف يكون لها أثرها على أكثر من صعيدٍ وفي كل مكان.</p>
<p>وبالطبع فإنّ تلك المتغيرات لا بدّ وأن تنعكس على طبيعة العلاقة بين التاجر والبنك، حيث نشهد الآن ما يشبه تغيّر ميزان القوى بحيث أصبح يميل لمصلحة التاجر، الذي صار أكثر جرأة في الاعتراض على ما يفرضه البنك من رسوم  وخصومات على المعاملات المالية الإلكترونية التي تعتمد على بطاقات الائتمان والخصم وغيرها من وسائل وتقنيات الدفع والتعامل المالي الإلكتروني.</p>
<p>وكنتيجة مباشرة للتطوّر في الربط الإلكتروني فيما بين الأنظمة الإلكترونية للتاجر عند منافذ التعامل المالي والخدمات التجارية من جهة وأنظمة وشبكات المعاملات المالية في البنوك من جهة أخرى، أصبح اليوم بإمكان التاجر أن يراقب صورة حيّة للتدفقات المالية من وإلى حساباته البنكية.</p>
<p>وبدلاً من قبول التاجر ببرامج النقاط والحوافز والجوائز التي تضعها البنوك المصدرة للبطاقات لحاملي بطاقاتها، أصبح التاجر يصدر بطاقات الولاء والتي تتضمن برامج النقاط والحوافز والجوائز الخاصة به وذلك بهدف تحقيق المزيد من الربح من خلال البيع  المباشر، ومن خلال تقوية علاقته الخاصة بالزبائن والمشترين، حتى صار بمقدور التاجر أن يطالب البنوك بقبول بطاقات الولاء التي يصدرها هو بنفسه، معززاً مكانة علامته التجارية ومعززاً قيمتها من حيث الثقة والمصداقية والعلاقة الخاصة مع الزبائن.</p>
<p>وبدلاً من قبول أو تحمّل تكلفة الأجهزة القارئة للبطاقات وخطوط الاتصالات الخاصة بها مقابل الحصول على خدمة المعاملات المالية الإلكترونية، أصبح التاجر يطالب البنوك بتحمّل تلك التكاليف مقابل السماح بتحويل التدفقات المالية عبر تلك البنوك.</p>
<p>وبدلاً من تقديم المساحات وخطوط الاتصالات وأنظمة المحاسبة اللازمة لكل جهاز قارئ للبطاقات لكل بنك من البنوك القابلة للبطاقات، أصبح التاجر يطالب البنوك التي يتعامل معها باعتماد وتطبيق معايير ومواصفات موحدّة، تخضع لها كافة البنوك المصدرة والقابلة للبطاقات والمعاملات المالية الإلكترونية. فبالإضافة إلى أن استعمال جهاز قارئ واحد فقط سيوفّر الكثير من المساحة الثمينة عند منفذ الخدمة ونقطة البيع والتعامل المالي، فإنه سيوفر للتاجر كذلك المزيد من الأمن والاطمئنان إلى موثوقية وصحة المعاملات المالية التي يُجريها. وأهم من ذلك أيضاً منع الخسارة أو المشاكل الناتجة أحياناً عن الخطأ الإنساني المعتاد أو عن التلاعب المقصود وتغيير قيمة البضائع أو الخدمات المقدمة، بحيث تختلف عند إدخالها في الجهاز القارئ للبطاقات عن قيمتها التي يحددها نظام المبيعات، وغيرها من الاحتمالات التي تنتج أصلاً عن عدم الربط الإلكتروني لمنظومات البيع والمحاسبة لدى التاجر بمنظومات المعاملات المالية لدى البنك.</p>
<p>وبالإضافة لما سبق، صار التاجر يطالب البنك بتوفير مداخل آمنة في منظومة  التعامل المالي عبر الإنترنت، بحيث تكون مرتبطة مع أنظمة الحجز والمبيعات والمحاسبة، والتعامل التجاري والمالي الخاصة بالتاجر، وخاضعة لمواصفات قياسية ولمعايير أمان وجودة وسرعة عالية.</p>
<p>ومن الواضح كذلك أنّ التجار أصبحوا في زمننا هذا أكثر استعداداً للجوء إلى المحاكم لفضّ نزاعاتهم المالية والتجارية مع البنوك القابلة للبطاقات والمعاملات المالية الإلكترونية، ربّما كنتيجة غير مباشرة لتنامي القدرة التقنيّة ومتطلّبات التعامل المالي عند التاجر.<br />
ونتيجة لكلّ ذلك أصبحنا نرى الآن بوادر تأثير تعادل موازين القوى تلك في نشوء وتطور مجموعات من المواصفات والتشريعات والقوانين الدولية، التي تعنى بتنظيم التعاملات التجارية والمالية الإلكترونية العابرة للحدود.</p>
<p>وبات من الواضح أنّ المستقبل سيحمل معه انخفاضاً للرسوم والفوائد التي تفرضها البنوك المصدرة لبطاقات الائتمان والخصم وغيرها من وسائل المعاملات المالية الإلكترونية، بحيث تميل لمصلحة التاجر وبالتالي لمصلحة المستهلك. وسيستمر حجم المعاملات المالية الإلكترونية في النمو ونظرة المجتمع إليها في التحسن بشكل إيجابي مطّرد وبالتدريج. غير أن ذلك سوف يستغرق عدّة سنوات على الأقل، تبقى خلالها سطوة البنوك في التعاملات المالية هي العامل الحاسم.</p>
<p>وعلى كل حال، فإن أي بنك ما يزال غير مدرك بشكل واضح مدى أهميّة استقطاب التدفّقات النقدية من المعاملات المالية الإلكترونية من التجّار، وعبر الإنترنت أيضاً، ولايجتهد في تحقيق ذلك بكلفة منخفضة على العملاء والتّجار، يغامر بمستقبله بالتأكيد.</p>
<p>أما شبكات التعامل المالي سواء منها المحليّة أم العالمية مثل فيزا وماستر كارد، فإنها سوف تضطر عاجلاً وليس آجلاً  إلى فصلٍ تام لمعايير ومواصفات و شبكات ومنظومات التعامل المالي، عن شبكات المصالح وحقوق العلامات التجارية</p>

<p>According to Robert Liu (<a href="http://voipforenterprise.tmcnet.com/feature/next-generation-mobility/articles/2759-wisoa-forms-with-goal-international-wimax-roaming.htm">http://voipforenterprise.tmcnet.com/feature/next-generation-mobility/articles/2759-wisoa-forms-with-goal-international-wimax-roaming.htm</a>) at TMCNet, its purpose is &#8220;to pledge roaming interoperability of next-generation commercial WiMAX networks.&#8221;</p>
<p>Faultline&#8217;s (<a href="http://www.theregister.co.uk/2006/09/29/oz_wimax_roaming_alliance/">http://www.theregister.co.uk/2006/09/29/oz_wimax_roaming_alliance/</a>) Caroline Gabriel says: &#8220;It limits its membership to companies that own licenses and operate WiMAX or pre-WiMAX services, contrasting with a previous, defunct attempt at creating a roaming group &#8211; the WiMAX Global Roaming Alliance (WGRA) &#8211; which was largely based around license exempt WISPs.&#8221;</p>
<p>And she adds: &#8220;The contrast reflects the shift of the WiMAX movement away from such markets and towards carrier class, licensed band deployments, but the fading of the WGRA does not detract from the truth of its objectives,&#8221; quoting CEO Doug Bonestroo: &#8220;We realise that the larger telecom providers have a virtual lock on the 3G marketplace, and that the best way to counter that leverage is with a large group of partners in the US and around the world that are committed to standards-based WiMAX roaming.&#8221;</p>
<p>The strong Australian influence on this body is reflected in a significant number of Pacific Rim reports, including one from TechWorld&#8217;s Sandra Rossi, who was rather more enthusiastic than the known facts appear to justify, saying: &#8220;The agreement will act as the backbone of a future global WiMAX network and adheres to the 802.16e standards.&#8221;</p>
<p>Presumably, this was meant to read: &#8220;eventual&#8221; 802.16e standards&#8221; &#8211; they aren&#8217;t defined yet. &#8220;Today there are 25,000 roaming agreements worldwide generating just under £10 billion in revenue every year,&#8221; this report continues, without in any way drawing a distinction between mobile GSM, 3G, or other phone roaming deals, and the putative WiMAX plans.</p>
<p>One of the founders was noted as remarking: &#8220;We are not engineers.&#8221; That seems apparent, especailly from reports emphasising the multi-spectrum nature of the body&#8217;s remit: &#8220;This will cover all WiMAX services and operate acrosss in all WiMAX frequency ranges and will act as the backbone of a future global WiMAX network that adheres to the 802.16e standards,&#8221; as Stuart Corner (<a href="http://www.itwire.com.au/content/view/5711/127/">http://www.itwire.com.au/content/view/5711/127/</a>) of IT Wire reported.</p>
<p>In fact, unless and until WiMAX acquires a universal frequency band worldwide, it&#8217;s hard to see what value the technology offers to the consumer.</p>
<p>Its value to the industry grouping is less obscure. As one potential member of the club told NewsWireless, &#8220;God bless Intel&#8217;s budget! &#8211; and long may they pour resources into WiMAX promotional activities!&#8221; &#8211; a reference to Intel&#8217;s recent Amazonian island (<a href="http://www.newswireless.net/index.cfm/article/2906">http://www.newswireless.net/index.cfm/article/2906</a>) publicity effort.</p>
<p>There&#8217;s no record of any Intel contribution to the WiSOA at this point. The chip giant is known to favour a 2.5 GHz (<a href="http://www.wisoa.com/site/category/25-ghz/">http://www.wisoa.com/site/category/25-ghz/</a>) spectrum band for universal WiMAX, with acceptance of the probability that the world will, probably, pick a series of different frequencies somewhere in the 3GHz band (<a href="http://www.wisoa.com/site/category/35ghz/">http://www.wisoa.com/site/category/35ghz/</a>) and up to 4 GHz, and have to compromise somewhat on the &#8220;universal&#8221; objective at first.</p>
<p>A wise speculator would probably do well to hold all bets on where Intel&#8217;s money goes, until such time as the WiSOA group drops its inclusion of WiBro, the Korean standard. But if the club members are sensible, they&#8217;ll not let such prudence discourage them; early cheerleader support will doubtless be noted and approved in Santa Clara.</p>

<p>The presentations included a diverse collection of user studies, new application areas, and exploratory business models.</p>
<p>One of the main themes was the integration of multiple information sources. For example, during a time-out in a live sporting event, some viewers may enjoy reviewing highlight footage, while others may prefer to view a parallel program to view player profiles and statistics before being automatically returned to the soccer match once the event was back underway.</p>
<p>Other papers explored the idea of selecting and recommending videos.When many videos are available, such as through IPTV or digital cable, we see a heavy-tailed distribution of content accesses (much like that on the internet). There are a small number of popular channels but the combined viewings from thousands of &quot;niche&quot; channels outweigh the popular channels. As on the web, the problem that arises from this situation is one of discovery. A TV guide type resource is not practical; methods like collaborative-filtering can help. Nonetheless, new ideas and interfaces are needed.</p>
<p>the best paper award went to a paper that focused on using broadcast viewing to automatically present relevant information on a web browser. Deonstrating how to sample the ambient sound emitted from a TV and automatically determine what is being watched from a small signature of the sound &#8212; all with complete privacy and minuscule effort. The system could keep up with users while they channel surf, presenting them with a real-time forum about a live political debate one minute and an ad-hoc chat room for a sporting event in the next. And, all of this would be done without users ever having to type or to even know the name of the program or channel being viewed. AlsoI snippets from the web describing the actors appearing in a movie or present maps of locales within the movie as it takes place (no matter if users are watching it as a live broadcast or as a recoded broadcast).<br />
